Here is an unofficial translation of the letter.Confusion has appeared due to lack of clear constitutional provision on the situation that has resulted with the withdrawal of support to the incumbent coalition government by a major ruling ally. The Communist Party of Nepal (Maoist Centre) had pulled out its support to the government today allegedly for the ruling party CPN-UML’s reluctance to implement the nine-point and three-point agreements signed with the party. Article 100(2) of the Constitution of Nepal has the provision that the Prime Minister should table a motion to gain vote of trust in the parliament within 30 days if the party represented by the PM is split and other ruling party withdraws support resulting the coalition in minority. Reconstruction and constitution, Govt’s main task: PM Oli

Prime Minister KP Sharma Oli has asserted that reconstruction and constitution implementation were the two primary works of the government. The Prime Minister said this while inaugurating a workshop on herbal medicinal plants, honey, cold water fish and the NEDAC general assembly here today. The workshop was jointly organized by the National Cooperatives Development Board, the National Cooperative Federation Ltd, the Nepal Agriculture Cooperative Central Federation Ltd and the National Cooperative Bank Ltd. The Prime Minister stated that the constitution made by including the rights of all the communities was in the implementation phase. “Nearly 67 per cent of the country’s population depends on agriculture and since the country is in the new phase of economic revolution, the economic development should be pursued parallel with the country’s reconstruction,” PM Oli said. He pointed out the need for using new technology in the production and marketing of the medicinal herbs, honey, cold water fish found in Nepal, laying emphasis on Nepal adopting the agriculture cooperative -related successful knowledge and technology in practice in NEDAC member countries. Deputy Prime Minister and Minister for Poverty Alleviation, Chitra Bahadur KC said that the co-operative sector, which is one component of the three-pillar economic policy of the country, has played a significant role in the country’s sustainable development. Secretary at the Ministry of Cooperative and Poverty Alleviation, Shankar Prasad Adhikari said 27 per cent of the 33 per cent cooperatives in the country were agricultural cooperatives. Chairman of the National Cooperative Federation Ltd, Keshav Prasad Badal expressed the conviction that NEDAC would always extend cooperation for the development of agriculture and cooperative sectors which are the backbone of the country’s economy. Co-chairman of the National Cooperative Development Board Saroj Kumar Sharma said NEDAC should be taken as the common platform where the member countries share experience in meeting their development goals. NEDAC chairperson Ms Vasudha Mishra stressed on using new technology in agriculture. Regional Director of International Cooperative Network Bala Subramanhiah Aiyer laid emphasis on tackling the problem of marketing of agricultural produce which he described as the common problem. On the occasion, NEDAC advisor Dr Daman Prakash was conferred with the Lifetime Achievement Award in recognition to his contribution to the development of the cooperative movement in Nepal. The programme will continue for three days and discuss working papers to be presented by the experts from different countries. NEDAC is a unique regional forum linking 21 apex cooperative organizations in 12 countries. It was set up in 1991 by the United Nations Food and Agriculture Organization (FAO)’s Regional Office for Asia and the Pacific, the International Cooperative Alliance (ICA) and the International Labour Organization (ILO) on the recommendation of the 1990 ICA regional conference of cooperative ministers. Initially with 10 cooperative organizations from nine Asian countries as members, NEDAC now has 21 cooperative member organizations in 12 countries. The NEDAC member organizations in Bangladesh, China, India, Indonesia, Japan, Malaysia, Mongolia, Nepal, Philippines, Republic of Korea, Sri Lanka and Thailand represent three million agricultural cooperatives which play a crucial role in improving the livelihoods of 150 million rural households. NEDAC sensitizes governments in the region to the need for a key role for agricultural cooperatives in promoting agricultural and rural development to ensure rural food and livelihood security for hundreds of millions of people in Asia and the Pacific. -

UML standing committee to meet this evening

The CPN (UML) standing committee is holding its meeting this evening to discuss the situation following the CPN (Maoist Centre), the main partner in the coalition, pulling out from the government. The main ruling party CPN (UML) has stated it is to give its formal reaction regarding the Maoist Centre’s decision after the standing committee meeting. Prime Minister and CPN (UML) chairman KP Sharma Oli held informal discussions with some ministers and former House Speaker Subash Chandra Nembang after the Maoist Centre submitted a letter to him informing of its withdrawing support to the government. PM Oli’s press coordinator Chetan Adhikari said the standing committee meeting will take place at the Prime Minister’s official residence at Baluwatar. -

Key note speaker Dr. Acharya, who is one of the most influential constitutional scholars in Nepal shared his expertise on the overall constitution writing process in Nepal, its challenges, issues of federalism, and the best way to write constitution based on his understanding of constitutional practices around the world. According to him, we are yet another time doing great mistake by jumping into the same unsuccessful attempt of writing constitution through the Constitution Assembly. His solution was either to draft a constitution by forming expert’s committee or by a small political committee composed of major leaders of all political parties and approve it by a parliament. So, he preferred to hold a fresh parliamentary election rather than the election of Constitution Assembly. He also opined on the pressing issues of federalism in Nepal. Citing examples of ‘coming together’ and ‘holding together’ types of federal practices around the world, he asserted that the ‘holding together’ types of federalism are the most unsuccessful practices in the world. Nepal, already a unified state cannot afford such kind of ‘holding together’ federal practice according to Dr. Acharya.

PM Oli urged to clear the way for a new government

The Nepali Congress and CPN (Maoist Centre) have urged Prime Minister KP Sharma Oli to pave the way for a new government by resigning immediately. Commenting on the decision of the CPN (Maoist Centre) to withdraw its support to Oli-led government, NC leader Bimalendra Nidhi said as one of the ruling partners has withdrawn its support, Prime Minister Oli should resign. “There is no significance of him continuing, so he must immediately resign”, Nidhi said. Leader Nidhi also made it clear that the next government would be a majority government. Meanwhile, speaking at a press meet organized by the CPN (MC) to declare withdrawal of support to the government, the party leader Krishna Bahadur Mahara also stressed the PM Oli should resign to give way to a new government. Leader Mahara also claimed that NC has agreed to support a government led by his party Chair Pushpa Kamal Dahal. He however said that his party was in favour of a national consensus government, and efforts would be made to that end. The NC and Maoist (MC) have already signed an agreement to form the next government to thereby address the demands of theagitating Madhesi parties, complete the peace process, accelerate post-quake reconstructions among others. Madhesi parties in ‘wait and see’ mode The Madhes-based political parties are in the ‘wait and watch’ mode over the issue of withdrawal of support of the CPN (Maoist Centre) from the government. -

Tribhuvan University (TU) is the first national institution of higher education in Nepal. It was established in 1959 A.D. The Central Administrative Office and the Central Campus of the university are located on the north eastern facade of Kirtipur, an ancient and small town located five kilometers away from Kathmandu city centre. Executing the decisions of the University Assembly, making decisions on grants, giving affiliation to private campuses, and appointing the university officials are its major functions. It consists of 7 members.
Academic Council

The academic council makes decisions on educational policies and practices regarding curricula, teaching, examinations and research and comprises of 50 members.
Research Coordination Council

It formulates policies on TU research activities, approves guidelines for researchers and coordinates the functions of university level research organizations. The Research Division is the secretariat of the council. The council consist of 27 members.
Planning Council
The planning council performs an advisory role of preparing short and long-term plans, developing annual programmes and evaluating implementation programmes. It consists of 29 members.
Academic Programmes

In the 55th year of its establishment, the university family remains committed and dedicated to making the university a source and centre of quality education, setting up a culture of learning in the country and promoting the notion of national and global peace and harmony. This year, the Tribhuvan university has made a decision to start semester system at the Central Departments. All the departments, except the Central Department of Law, have already started first semester classes. This systemic change has been introduced to enforce an academic calendar, to make students full time students dedicated to their studies, to reduce financial burden on students and their parents by making the students complete the degree in time, to respond to the growing concern of the stakeholders about enhancing the academic quality of university education through academic rigour, to revitalize the fame, popularity, credibility and contribution of the university as the oldest centre of higher learning and the central and leading university of Nepal.

From the forthcoming academic session, the university will extend the semester system outside the central departments. This is really going to prove a daunting task for such a large university spread all over the country. However, if the nation prioritizes education and gives desirable financial support to the university, TU will definitely move ahead on the path of achieving academic excellence and will be able to supply capable manpower to meet the growing challenges of the time.

Since its inception, TU, the state owned university, has expanded its programes indifferent disciplines. There are 5 technical institutes and 4 general faculties. TU offers proficiency certificate level courses only in nursing. It has a wide range of course offerings in Bachelor’s and Master’s levels. TU offers M. Phil. and phd. degree in different disciplines both at the Technical Institutes and Faculties.
TU ran its programes only through its constituent campuses prior to 1980. As the number of the students willing to acquire higher education was increasing day by day, it was not possible for the university to accommodate all the students in the constituent campuses. This situation led to the establishment of colleges in the private sector. From 1979 –80, TU started providing affiliation to private colleges to conduct various programes at different levels. One thousand fifty three (1053) private colleges spread all over the country have so far received affiliations
from TU.
In the current academic session (2014-2015) altogether 4,05,341 students have been enrolled at various levels of TU academic Programmers. 1,48,141 (36.55%) students study in its 60 constituent campuses including 38 central departments, while 2,57,200 (63.45%) students study in 1053 affiliated colleges. It clearly reveals that affiliated colleges do have more students than the constituent campuses.

TU has 7966 teaching faculty and 7230 non-teaching staff including the support staff in its constituent campuses. The total number of employees is 15196 including 124 new posts of the Manmohan Cardiothorasic Centre.

He is troubled by the way some communities usurped the domain of dance and defined it with a superficiality that excludes the real roots of the essential aesthetics. “I believe there is a disconnect between the idealised aesthetic world, based on the ‘shastric’, and the real world. The world that musicians and dancers live in is insular, inward-looking, some kind of a bubble. A majority of even professional dancers are disconnected from the everyday realities that people live,” he says. Now, Associate Professor of South Asian Religions in the Faculty of Religious Studies, McGill University, Montreal, Canada, Dr Davesh Soneji started asking questions at an early age. Born into a middle-class Gujarat family in Canada, he was drawn early to Carnatic music and trained for 14 years when he started exploring dance. “Even as a child I had many questions about the invisibility of traditional female performers but I was told not to dare to ask such questions.” As an adolescent Soneji met Kittappa Pillai, the famous Nattuvar and the scion of the Tanjore Quarter and was invited to Tanjore. The visit was an eye-opener for him as it was the first time he was exposed to non-Brahmin dancers and gurus and other artiste, otherwise known as the Isai Velalar community. “That was when my interest in the subject grew. As I met women in that community and talked to them about their experiences, I realised that there was a lot more to Bharatanatyam than what was written in books.” And he slowly began to read what was not written in the history books and about people who do not make it to the dominant histories of these art forms.

Fifty years ago, most life insurance policies sold were guaranteed and offered by mutual fund companies. Choices were limited to term, endowment or whole life policies. It was simple, you paid a high, set premium and the insurance company guaranteed the death benefit. All of that changed in the 1980s. Interest rates soared, and policy owners surrendered their coverage to invest the cash value in higher interest paying non-insurance products. To compete, insurers began offering interest-sensitive non-guaranteed policies.

Guaranteed versus Non-Guaranteed Policies
Today, companies offer a broad range of guaranteed and non-guaranteed life insurance policies. A guaranteed policy is one in which the insurer assumes all the risk and contractually guarantees the death benefit in exchange for a set premium payment. If investments underperform or expenses go up, the insurer has to absorb the loss. With a non-guaranteed policy the owner, in exchange for a lower premium and possibly better return, is assuming much of the investment risk as well as giving the insurer the right to increase policy fees. If things don’t work out as planned, the policy owner has to absorb the cost and pay a higher premium.

Sahil played the role of the doting father, who gets ignored and ill-treated by his grown-up son. The heart wrenching performance moved Mithun da who after the act shared how his mom who is 83 and dad, all of 80 years, stay with him. He added,” After watching this act, I feel I have done something right in life”. Grand Master Mithun Da and the Masters were spellbound with the level of maturity that was exhibited on stage by the Li’l Masters, who did not just match steps with the current DID 5 contestants but complemented them beautifully in executing such emotional acts. Yet another act that made the audience emotional and teary eyed was Anuradha and Saumya’s perfromance on the song ‘Luka chuppi’. DID 5 contestant Anuradha lost her parents at a very young age and since then has been a mother figure to her younger sister. The act was a dedication to her sister and portrayed how she hides her pain and agony of losing her parents to comfort her sister and be her pillar of strength. This intense act had the young li’l master Saumya so involved in the character that she ended up embracing Anuradha and crying inconsolably. Mithun Da went on to say how even a grand salute is not enough for such a touching, soulful performance. -

Pokhara Regional International Airport has remained on the drawing boards for the past 42 years for lack of financing. City dwellers are thrilled that funds for the dream project have finally been assured. They have insisted that the construction work be started immediately as the airport will boost tourism in the city which relies heavily on revenues from the hospitality industry.
All the paperwork for the financing arrangement had already been readied and the formal signing of the accord between the two governments had been eagerly awaited.
Local Rom Bahadur Bhandari said that he welcomed the agreement and that people of Pokhara would provide full support to the airport project like they did by facilitating the land acquisition process. “But the project must be started and completed on time,” he added.
Likewise, lawyer Bishow Ghimire, whose land was acquired for the airport, said he was thrilled that the construction of the project would finally commence.
Ananda Raj Mulmi, former president the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) said that the government should clear any hurdle and locals should continue to exert pressure for an early completion of the project.
Pokharites should be alert to possible dishonest acts by government officials and the contractor to prevent delays in the project, he added.
According to a former member of the Nepal Tourism Board, Pokhara needs an international airport because it is a tourist city. “The airport will be tourist focused. It will open the door for prosperity in the region,” he said.

Jeevan Bhattarai was born on 20th April 1987 in Butwal, Nepal to father, Om Prakash Bhattarai and mother, Dil Kamari Bhattarai. As for his schooling and education he started his education at Shree Gautam Buddha Secondary School located in Butwal until his SLC. He completed his PCL and Bachelor in commerce at Ram Manu Multiple College, Butwal. Jeevan Pursued his Master in Commerce from Tribhuwan University located in Kirtipur, Kathmandu.

Before starting his Modelling career Jeevan Bhattarai took some training which includes: dance training from Arjun Gautam at Western Dance Academy located in Tripureshwor for three months as well as taking an acting course from Birendra Hamal for six months in Sa Re Ga Ma Kala Kendra located in Balaju.

After training, Jeevan Bhattarai was looking for an opportunity to debut in his modelling career. His dream came true when LNS Modelling Agency gave him a chance to appear in a TV commercial advertisement for a popular Nepali product named Tuborg Beer. Later he appeared in many TV commercial ads like: HULAS, N-CELL, CG, JAGADAMBA OPC CEMENT, APV INVERTER, Bhat Bhateni Super Market, Panas Runway etc.

One day he saw a status on Facebook that said they needed a fresh actor for a new movie which was advertised by a Nepali Director named Biswa Basnet. Jeevan went on an audition and luckily was selected for the movie titled School (Spirituality through class room). Finally Jeevan Bhattarai debuted as a lead role in that movie he auditioned for. He played a 10th grade student role in that movie while he already did his Master degree in real life.
